Collectively, these actions are called pollution control strategies (PCS) and they are designed to achieve TMDLs and water quality standards. These TMDL documents are final reports in support of adopted TMDL rules.

The federal Clean Water Act (CWA) requires states to adopt water quality standards to protect waters from pollution. These standards define how much of a pollutant can be in the water and still allow it to meet designated uses, such as drinking water, fishing and swimming.
A TMDL or Total Maximum Daily Load is a scientific study conducted on impaired waters to determine how. A segment is a water body, or portion of a water body. Segments are used for several management activities, such as the designation of site-specific uses and criteria, assessment of instream water quality, issuance of permits to discharge into state waters, development of TMDLs, or allocation of grant funds.
